Firstly it must be understood that Allah (subhana wa Ta'ala) has many rights (Huqouq ullah):

Those who do not make takfeer upon those who Allah does are ridiculing Allah (subhana wa Ta'ala) and his kalaam. The one who does not make takfer is making takdheeb (disbelief) in Allah. Takdheeb (disbelief) is opposite to Tasdeeq, which is to believe in Allah with certainty.
How does a person disbelieve in Allah by not declaring the one who Allah calls a Kafir to be kafir? Simply because when we believe in Allah, we do not just believe in his existence, but also his words. If he declares the Jews and the Christians to be Kafir and those who ridicule, mock, implement kufr law to be in the same category, we become disbelievers by not calling them Kafir as the prerequisite for believing in Allah is to believe in his words, names, attributes, actions etc.
We MUST make Takfeer in order to worship Allah and purify our Aqeedah. To say the rulers of Muslim countries are not kafir has serious implications. It means that any person can change their deen, kill Muslims, ridicule Allah, his messenger, the Muslims, the 'Ulema, the Mujaahideen and still remain Muslim; this means there is no boundaries of kufr, a person can do whatever they want and never become Kafir. It also means that we must have Wala with them, we must defend them, protect them and obey them.
Clearly, beyond doubt, all the rulers of Muslim countries are Kafir Murtad. In order to purify our 'Aqeedah and Tawheed, we must declare them Kafir or we too may fall under the banner of kufr. Here are 6 reasons why the rulers of Muslim counties are Kafir Murtad:
1. They do not fulfil the pillars of Tawheed
2. They ridicule the deen of Allah (subhana wa Ta'ala)
3. They ally with the disbelievers against Muslims
4. They adopt the deen of Democracy
5. They direct some of Allah's names and attributes to themselves
6. They legislate kufr constitutions (kufr law)

Rather then to reject Taghout, they become Taghout by obeying it i.e. obeying UN resolutions. Their Imaan is without Al Kufr bit Taghout, which is a violation of the first pillar. Anyone who believes in Allah without to reject Kufr / shirk, he or she is not a Muslim.
Their Imaan is like the Imaan of Quraysh, where the disbelievers used to believe in Allah but did not make Takhallie before Tahallie, neither did they reject Taghout.
The rulers of Muslim countries refer to the Taghout resolutions of the UN and also make At-Tahakum to them.
Have you seen those who claim that they believe in that which has been sent down to you, and that which was sent down before you, and they wish to go for judgement (in their disputes) to the Tâghût (false judges, etc.) while they have been ordered to reject them. But Shaitân (Satan) wishes to lead them far astray. (An-Nisa', 4: 60)
This verse was revealed in relation to a Muslim who was debating with a Jew about a certain issue. Rather then making Tahakum to Allah (by referring to Muhammad (sallallahu alayhe wa salam), he referred to a Taghout Sorcerer (Al Ka'ab ibn Ashraf) for judgement and for this he became Kafir Murtad.

The hypocrites fear lest a Sûrah (chapter of the Qur'ân) should be revealed about them, showing them what is in their hearts. Say: "(Go ahead and) mock! But certainly Allâh will bring to light all that you fear." (At-Taubah, 9: 64)
If you ask them (about this), they declare: "We were only talking idly and joking." Say: "Was it at Allâh (swt), and His Ayât (proofs, evidences, verses, lessons, signs, revelations, etc.) and His Messenger (SAW) that you were mocking?" (At-Taubah, 9: 65)
Make no excuse; you have disbelieved after you had believed. If We pardon some of you, We will punish others amongst you because they were Mujrimûn (disbelievers, polytheists, sinners, criminals, etc.). (At-Taubah, 9: 66)
These verses were revealed at a time where certain Muslims were ridiculing the Hafiz of Qur'an by saying that their Hizf gives them nothing but big tummies, this is apostasy in Islam and whosoever ridicules the deen of Islam is a Kafir.
The rulers today ridicule the deen of Allah (subhana wa Ta'ala) by permitting what Allah forbids and by giving licenses to TV companies that mock Islam via documentaries, dramas, plays etc. The rulers legislate kufr programs, alcohol advertising, uncovered women etc. An example of this is the program Taash ma Taash, a Saudi TV program which ridicules the Hukm of wearing Hijab.
The Kafir Murtad rulers also give permission for TV companies to 'edit', which in simple terminology is 'lying'. It is not allowed to edit the words of a Muslim and to fabricate what he or she says.
3. Al Muwalat ul Mushrikeen wal Kafireen - Alliance with the Mushriks and Kuffar
O you who believe! Take not the Jews and the Christians as Auliyâ' (friends, protectors, helpers, etc.), they are but Auliyâ' to one another. And if any amongst you takes them as Auliyâ', then surely he is one of them. Verily, Allâh guides not those people who are the Zâlimûn (polytheists and wrongdoers and unjust). (Al-Maaida, 5: 51)
In the Tafseer of Imaam ul Qurtubi it is narrated that Ibn Abbas said:
'Fa innahu minhum' (he is one of them) means that he takes the same hukm as them i.e. that his wealth is not halal for him and he is a man of Hell-fire.
Then what is the matter with you that you are divided into two parties about the hypocrites? Allâh has cast them back (to disbelief) because of what they have earned. Do you want to guide him whom Allâh has made to go astray? And he whom Allâh has made to go astray, you will never find for him any way (of guidance). (An-Nisa', 4: 88)
They wish that you reject Faith, as they have rejected (Faith), and thus that you all become equal (like one another). So take not Auliyâ' (protectors or friends) from them, till they emigrate in the Way of Allâh (to Muhammad SAW). But if they turn back (from Islâm), take (hold) of them and kill them wherever you find them, and take neither Auliyâ' (protectors or friends) nor helpers from them. (An-Nisa', 4: 89)
These verses were revealed at a time where certain Muslims did not want to make the Hijrah (without valid permit) to Madinah and instead allied with the Mushriks in Makkah but still called themselves Muslims - Qurayshi Muslims. Allah called them Kafir for their allegiance to the Kuffar and revealed that they should be killed wherever they are seen.
The so-called Muslim governments ally with the disbelievers against the believers and for this they are Kafir. They ally with the US and UK forces in their war against Islam and Muslims. Israel has a security pact with Turkey, Egypt and Qatar for defence against any Muslims wishing to defend their life and honour.
4. They embrace the deen of Democracy
The deen is what you believe in, live by and die for. Hence Islam is what you believe in, live by and die for. Democracy too is a deen as the disbelievers believe in it, live by it and are willing to die for it. The rulers are Murtad for embracing the deen of democracy, by legislating it and calling for it.
"The only deen Allah accepts is Islam…" (Aali Imran, 3: 19)
He said: "No food will come to you (in wakefulness or in dream) as your provision, but I will inform (in wakefulness) its interpretation before it (the food) comes. This is of that which my Lord has taught me. Verily, I have abandoned the religion of a people that believe not in Allâh and are disbelievers in the Hereafter (i.e. the Kan'âniûn of Egypt who were polytheists and used to worship sun and other false deities). (Yusuf, 12: 37)
"And I have followed the religion of my fathers - Ibrahîm (Abraham), Ishâque (Isaac) and Ya'qûb (Jacob), and never could we attribute any partners whatsoever to Allâh. This is from the Grace of Allâh to us and to mankind, but most men thank not (i.e. they neither believe in Allâh, nor worship Him). (Yusuf, 12: 38)
Yusuf (alayhe salam) apposed the deen of Democracy and rejected the way of life of his people.
And whoever seeks a deen other than Islâm, it will never be accepted of him, and in the Hereafter he will be one of the losers. (EMQ Aali Imran, 3: 85)
5. They direct some of Allah's names and attributes to themselves
They commit shirk by committing sarf and 'ataf with Allah's names and attributes to themselves. Allah is Al-Hakam (the legislator) but they insist on playing the role of Allah (subhana wa Ta'ala) by legislating kufr law (Istihlaal).
"You do not worship besides Him but only names which you have named (forged), you and your fathers, for which Allâh has sent down no authority. The command (or the judgement) is for none but Allâh. He has commanded that you worship none but Him (i.e. His Monotheism), that is the (true) straight religion, but most men know not. (Yusuf, 12: 40)
6. They legislate kufr constitutions (kufr law)
All their constitutions are kufr and declare sovereignty for kufr law rather than to Allah.

Verily, We did send down the Taurât (Torah) [to Mûsa (Moses)], therein was guidance and light, by which the Prophets, who submitted themselves to Allâh's Will, judged the Jews. And the rabbis and the priests [too judged the Jews by the Taurât (Torah) after those Prophets] for to them was entrusted the protection of Allâh's Book, and they were witnesses thereto. Therefore fear not men but fear Me (O Jews) and sell not My Verses for a miserable price. And whosoever does not judge by what Allâh has revealed, such are the Kâfirûn (Al-Maaida, 5: 44)
Despite the fact that Allah (subhana wa Ta'ala) explicitly says those who rule by kufr law is Kafir, kufr Akbar (…hum ul Kafiroun) and Ijmaa' from the Sahabah that indicates ruling by kufr law is apostasy; the Saudi Salafi's insist that it is kufr douna kufr and refer to the Tafseer of Ibn Kathir who quotes a hadith narrated by Hishaam bin Hajr al Maaki who narrates Ibn Abbas saying 'Kufr douna kufr'. However, if we study this deeply, we see that this is not the case at all.
Everyone makes mistakes, even 'Ulema. Ibn Kathir, may Allah have mercy on him, was a great 'Alim who believed that Jahannam would finish whereas the majority of Ahlus Sunnah wal Jama'ah believe Jahannam is eternal. Ibn Kathir in this narration quoted Ibn Abbas wrong. Ibn Abbas did not say Kufr douna kufr in relation to ruling by kufr law. The hadith quoted by Ibn Kathir is da'if as all 'Ulema declare the raawi Hisham bin Hajr al Makki to be a weak and untrustworthy narrator.
Ibn Abbas never debated this verse at all with anybody. Also no ruler at his time was committing any of the 6-kufr actions mentioned above. To attribute kufr douna kufr to any great sahabi in relation to ruling by kufr law is a great violation and fabrication, and may Allah curse those who lie about the companions of Rasulullah.
Ibn Abbas debated with the Khawarij in his time that accused 'Ali and Mu'awiyah of arbitrating to man (Ali to Abu Musa al Ash'ari) and quoted the verse: "The rule is for none but Allah." (Yusuf, 12: 40).
Ibn Abbas debated this issue and said they did not arbitrate to Taghout rather they made Islaah (reconciliation). He quoted the verse: If you fear a breach between them twain (the man and his wife), appoint (two) arbitrators, one from his family and the other from her's; if they both wish for peace, Allâh will cause their reconciliation. Indeed Allâh is Ever All Knower, Well Acquainted with all things. (An-Nisa', 4: 35)
If two people have a dispute, they should make Islaah, reconciliation.

Assalmualikum wa rahamtullahi wa barakatuh, just a clarification; so the muslim rulers of today and in the past who rule or ruled by other then the laws of Allah are labelled kuffar in specific terms? Meaning we as laymen can make specific takfir on all these present-day "muslim" rulers since obviously there is no excuse of ignorance in major shirk?
