Regarding those who
hesitate or doubt in the Kuffr of the Tawagheet who ascribe to Islam,
their (the Tawagheet) condition has become to a large majority
unclear. Especially due to the fact that they bring many features of
Islam to the fore front like Salaah, Hajj, building Masajid, handing
out Qur’an, Sadaqah etc. Those who do not declare their Kuffr are
in one of three categories:
1. Those who help and support the Tawagheet, obey its regulations, neglect the commands of Allah, seeking to extinguish the Light of Allah and His Word, and fights against His Awliya who protect the Deen. These are the servants of the Tawagheet and its mouthpieces that call the people to worship it. They are the secularists, democrats and people who have no share in the Akhirah. As for this type there is no doubt in their Kuffr.
2. Those who do not know the general state of the Tawagheet, their condition or what they have fallen into from Kuffr but they believe what Allah says on those in this matter. These have a correct belief and are not sinners, this is simply called ignorance. An example of this is a person who believes anyone who claims knowledge of the ghayb is a Kaafir but he does not know that fulan claims knowledge of the ghayb and is unaware of his condition. This will not harm him or effect his īman.
3. Those who know the acts of the Tawagheet and what they have fallen into from the Nawaqid and Mukaffirah (acts of Kuffr) but are holding back of doing Takfeer. Under this category we have two kinds of people:
1. 3. Those who know the acts of the Tawagheet and what they have fallen into from the Nawaqid and Mukaffirah (acts of Kuffr) but are holding back of doing Takfeer. Under this category we have two kinds of people:
A.
These are those who believe in their Kuffr and believe they are on a
wrong path and they hate it but do not openly declare Takfeer. This
kind has the following groups of people:
– The weak. These are those who have no protection. They are excused in front of Allah as long as their weakness is not removed. They fall under the Ayah, "And if not for believing men and believing women whom you did not know, that you might trample them and there would befall you because of them dishonor without (your) knowledge" [48:25]
– Those who believe in the Kuffr of these Tawagheet and recognize him but do not declare Takfeer even though they are not weak and have protection. These are deceivers and fall under the Words "They wish that you would soften so they would soften" [68:9]. Their judgement is like those who are sinners and according to the situation and reason determines the size of the sin. Shaykh Sulayman Ibn ‘Abdullah al ash-Shaykh said, “If he admits their Kuffr but does not oppose them with Takfeer, then this is a deceiver and he falls under the Words of Allah "They wish for you to soften so they can soften" About such their judgement is like those from the sinners.”
– Those who say, “The other (Tawagheet) are in Kuffr but I am not going to say this one is in Kuffr, although they are equal in Kuffr. Therefore he refrains from their Takfeer in totality. There is no doubt that this requires a look into their Islam because there is no middle ground between Kuffr and Islam. Whatever Islam declared as Kuffr or declared to be Kuffaar then this is a Kaafir and there is no doubt about that or any ta’weel allowed. This group rejected the Hukm of Allah after it became apparent to them. Shaykh Muhammad Ibn ‘Abdul-Wahhab said, “The meaning of Kuffr bit Taghout is that you believe in the falseness of all that is worshipped besides Allah such as jinn, people, trees, stones and the like. That you testify to its Kuffr and that it is a false path and that you hate whoever follows it whether he is your father or brother. Those who say I will worship Allah alone but I will not oppose those who are called upon besides Allah have lied on la ilaha illAllah and believes neither in Allah nor does he disbelieve in the Taghout.”
B. Those who know the condition of the Taghout and what they have fallen into from the Nawaqid and Mukaffirah, recognize their baatil and hate them in their heart. However, they say that the act is Kuffr but the person is not declared a Kaafir before the proof is presented, the shuroot are fulfilled and the Mawani’ are removed. Or they even hesitate from Takfeer due to being mislead by people who attribute themselves to knowledge or they do Taqleed of a particular Shaykh or someone they think highly of or because of a doubt they have or Ta’weel or because they have misplaced the texts of the ‘Ulama and understood them incorrectly in a way that lead them to withhold in areas of Takfeer, surrounding those Tawagheet attributing themselves to Islam.
Then they will not be declared as Kuffaar at the start nor is it allowed to declare them Kuffaar until the proof is established and all their doubts removed. Regarding this there is an Ijma’.
