Why is democracy, a religion other than Islam? The Ulemā have said:
"Every thought, methodology, conviction, or ideology which puts Allah,
and the people on the same level, or puts anything on the same level as
Allah, is a religion other than Islam." When Amr Ibn Luhāy slaughtered
to someone other than Allah, he committed Shirk, he left the fold of
Islam, and entered the religion of idol worship. This is why every
ideology which people make up, and in which they attribute a partner
with Allah in Rubūbiyyāh, or Ulūhiyyāh is a religion other than Islam,
and democracy attributes a partner to Allah in both Tawhīd uh
Rububiyyah, and in Tawhīd ul Ulūhiyyā.
How is that? We said that
Tawhīd uh Rubūbiyyāh is to attribute Allah's rights only to Allah, and
one of Allah's rights is legislation! Legislation in matters of honor,
blood, wealth, the soul, and life. This is the right of our lord (the
Exalted)! And democracy says and decides that total legislation in the
matters of honor, blood, wealth, and life belongs to the people, and not
Allah, and secularism gives Allah his own ownership, and the king its
own ownership (dividing religion from the government, and politics). And
like this, they set up people as lords instead of Allah. Not besides,
but instead of Allah. And you (wretch) become happy, and you say: "This
is an Islamic party. Bashaar will leave, and voting will be brought
in... etc" This is how they deceive people in the name of Islam, and
they say: "We are an Islamic party. We will enter into parliament, and
we want Shari'a. We will establish Islam." And all this to deceive
people, and you set them up as legislators instead of Allah.
SHIRK! They want to attain Allah's pleasure, but for the price of your
Tawhīd, and your Islam, so through you, they can set up a legislator
instead of Allah. So they set up a partner with Allah. (May Allah
protect us from this) Even if they had good intentions, because good
intentions will not benefit if you are committing major Shirk. Good
intentions won't benefit even for innovations (bid'ah), furthermore, not
even with forbidden things (harām). Whoever steals something, so he can
build a Masjid; this deed gets rejected. RasoolAllah (saws) said:
"Whoever brings something new to our religion, that isn't from it, this
will be rejected from him." [Sahīh Bukhārī]
So how can somebody
set up a legislator instead of Allah?! How can somebody vote for a
legislator instead of Allah?! Even if it was in regards to a "good" man,
on the contrary, he is a Taghūt. That is because he is quarrelling with
Allah as to his (Allah's) (exclusive) attribute, and right to
legislate.

(رحمه الله) said: "So whoever abandons the wise Shari'a which was
revealed upon Muhammad (saws), the seal of the prophets, and goes to
other abrogated Shari'a for judgement, he becomes a Kāffir, so how about
the one who goes to al-Yāsiq (man-made law) for judgement, and gives it
precedence (over the Shari'a of Muhammad (saws). Whosoever does this has
become a kaafir by the Ijmā of the Muslims."
